The Project: Why Build a Pool?
Since 1971, City of Plano Swimmers (COPS) has shaped athletes, built character, and created a lasting impact in our community—both in and out of the pool. Over the last decade, we’ve expanded our services to include learn-to-swim, wellness, and fitness programs—bringing the benefits of swimming to hundreds of families across Plano.
But with this growth has come a challenge. COPS currently rents limited lane space from city-owned pools, with no control over scheduling, closures, or availability.
As demand for our programs has soared, we’ve reached a tipping point—more than 100 children are currently on a waitlist to learn how to swim. We know we could serve many more, but we simply don’t have the space.
That’s why we’re building the Center of Performance Swimming—a 30,000-square-foot aquatic facility with four temperature-controlled pools. This space will provide over 6,000 additional lane hours per month, giving us the capacity to serve more families, more consistently, at a lower cost than private providers.
It will allow us to move kids off waitlists, expand community partnerships, and ensure every child and adult in Plano has access to water safety and lifelong health through swimming.
This facility isn’t just a milestone for COPS—it’s a long-overdue resource for our entire community.

A Lifesaving Start for Every Child
Swim lessons can reduce the risk of drowning by up to 88%, yet access remains limited for many families in Plano.
Our new facility will allow us to expand youth learn-to-swim programs year-round, giving more children the confidence, safety, and joy that come with being in the water.

Promoting Community Health and Wellness
With few local options for aquatic therapy, COPS will fill a critical gap by offering programs designed to support people of all ages seeking low-impact, water-based exercise.
Activities like water walking will promote mobility, longevity, and mental wellness—while also creating a welcoming space for connection and community.

With our new facility, we’ll be able to expand these opportunities to more athletes across all levels, continuing our mission to shape not only strong competitors, but confident, capable citizens prepared for life.

Affordable Swim Access for All
COPS is one of the only non-profit swim programs in Plano. We offer high-quality swim lessons, with professional coaches, at half the cost of the for profit swim schools in Plano.
This facility will help us clear our wait list, and expand access to affordable swim lessons in our community.
