The City of Plano Swimmers (COPS) is building a new home - one designed to create space for everyone in our community to swim, train, and thrive. The Center of Performance Swimming will be a permanent aquatic facility in Plano, thoughtfully designed to meet the evolving needs of our swimmers and families.
This new facility will give us control over our pool space for the first time in our history—allowing us to expand programs, eliminate long waitlists, and offer reliable, year-round access to swimming for all ages and abilities.

Why is a new facility needed?We’ve grown far beyond the capacity of the City pools we rent. Our learn-to-swim, fitness, and competitive programs have waitlists because we simply don’t have enough space. The new facility will allow us to expand access and serve more swimmers, year-round, with stability and control.

Why are COPS' pools so crowded?COPS does not own its pools. We rent limited lanes from city-owned facilities. When the City changes its programming, closes a pool for maintenance, or shifts priorities, we lose access—with little notice. That means shuffling practice times and locations, often leading to crowded lanes and scheduling headaches for families and athletes.

Does COPS own its lane space at Rowlinson or other pools?No. We rent all our lanes. The City determines how many lanes we can use and when. We have no long-term guarantees, and any City decision—temporary or permanent—can dramatically affect our programs.

Why do you need to raise money?We had previously saved enough to build the facility, but rising construction costs—well beyond our control—have increased the total project cost significantly. We now need to raise $1.7 million to complete the build-out. This investment will give us our own home, control over scheduling, and the ability to expand programming to better serve the Plano community.
